Resources for portable text to speech assistive devices for persons who are mute? - assistive hearing devices

A woman can not talk to a portable device to synthesize the letter to make words and can be loud. His only means of communication was to write a sentence in his typewriter in his room and take the paper for those who can be helpful. I know there are resources for the blind, deaf, but where are the resources for the move are you? Which organizations offer help for the deaf and dumb? All information provided in the community would be silly very grateful. My new friend did not vote. It has "transformed" by hand gestures (a function of the arm), and shook his head. Please help. Thank you.

Microsoft offers many free resources. For example, the kit includes voice synthesis software development (SDK), a text-to-speech, speaking in the text and the team to write. The application is downloaded with the SDK and is in the directory "bin" that is created when you install the SDK. The name of the application is TTSApp.exe.

The Microsoft Speech SDK is available at:
http://download.microsoft.com/download/s ...

Self-extracting zip file are 10 files in a folder that you specify (eg "C: create \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ SpeechSDK \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ "). One of these files is an installation file (setup.exe).
Then run the "setup in the directory (eg C" file: \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ SpeechSDK \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ \\ setup. exe ").

InstallShield will guide you through the installation process.
